Policy, Regulation and Form 2785 – Student Suicide Awareness

This policy responds to legislation requiring DESE to develop a model policy and mandating District adoption of a policy by July 1, 2018. This policy incorporates the DESE Model Policy. Adoption is mandatory.

Form 2673 – Agreement for Reporting Third and Fourth Degree Assault

Our existing contract between districts and local law enforcement officials has been expanded to include reporting of fourth degree assault which was created in the revision of the Missouri Criminal Code. Use of this form will dramatically reduce the frequency of reports to local law enforcement.

Policy 2850 – Inoculations of Students

The modification of existing policy reflects the modified regulation. Adoption is mandatory.

Policy and Regulation 2921 – Participation by Non-Traditional Students

The policy reflects MSHSAA guidance for the developing policy to govern eligibility of non-traditional students. The direction is designed to ensure that non-traditional students meet the same standards as traditional students. Districts that wish to allow participation by non-traditional students must adopt this policy. This policy has been graciously reviewed and approved by MSHSAA. Adoption is mandatory for Districts wishing to allow non-traditional student participation.

Regulation 3165 – Procurement Standards – Federal Contracts

This change to existing policy reflects changes in procurement regulations. The procurement standards set out by DESE for food service are identical to 3165 with one addition which we have included in this update. DESE is requiring background checks for vendors, something we have always done contractually. In the modified 3165 herein, background checks are found on the last page. Adoption is mandatory.

Policy 4550 – Retirement Compensation

This change reflects new legislation designed to facilitate termination of PEERS/PSRS pensions upon charges or convictions of specific crimes. Adoption is mandatory.

Form 4700 – Due Process in Teacher Termination Cases

We have revised this flow chart to facilitate its use.

Tax Levy Hearing

1. Call to Order.

For the debt service account, we will need $707,037.50 to pay debt service for the next calendar year and an additional $31,000 for the estimated cost of collection. Using the figure of $669,912 as a reasonable reserve amount for the year, it brings the debt service requirement to $767,574, which equates to $0.7692 to be levied for debt service purposes.

I propose that we take a voluntary reduction for the debt service levy from $0.7692 to last year’s rate of 0.7463, to avoid raising taxes, as we have a reserve in the debt service account to cover the difference.

For the operating levy, our tax rate ceiling for this year is $2.8643. With the reduction for debt service, I propose that we levy a rate of 2.8643.

Tax Levy Hearing

1. Call to Order.

For the debt service account, we will need $731,879 to pay debt service for the next calendar year and an additional $31,969 for the estimated cost of collection. Using the figure of $694,663 as a reasonable reserve amount for the year, it brings the debt service requirement to $829,559, which equates to $0.8899 to be levied for debt service purposes.

I propose that we take a voluntary reduction for the debt service levy from $0.8899 to last year’s rate of 0.7463, to avoid raising taxes.

For the operating levy, our tax rate ceiling for this year is $2.8705. With the reduction for debt service, I propose that we levy a rate of 2.8643.

i.Policy 0320 School Board Elections

This update of current policy reflects a legislative enactment. The legislation and the policy update provide that the candidate for election to the Board will be disqualified if they are delinquent in specific state and local taxes. An affidavit attesting to their tax status must be filed with their declaration of candidacy (Forms 0320 and 0320.1). In addition, the policy excludes individuals whom have pled guilty or been convicted of felonies. Remember, the job of removing a candidate is not the District’s. It is the job of the county election authority. Adoption is mandatory.

ii.Policy 2115 Transgender Students

This is a new policy to assist districts with the emerging issues of transgender students. This policy reflects best practice and is compliant with legal precedent and legislative adopted laws. Adoption is highly recommended.

iii.Policy 2230 Admission of Non-Tuition Students

This update, consistent with legislative enactments, expands the residency/attendance rights of students with a parent in the military where parents are Missouri residents and who have been deployed or stationed out-of-state. Now, a student may qualify under the residency requirements if one of their parents is in the military and deployed or stationed outside of Missouri. Adoption is mandatory.

iv.Policy 2710 Reporting Student Abuse

This update to existing policy is the result of recent state legislation. The policy requires districts to display posters, in English and Spanish, in every bathroom in the district used by students, with information about reporting child abuse and neglect. Districts should carefully review this policy as the physical requirements for the size, location and content of the posting are quite specific. Adoption is mandatory.

v.Policy 2850 Inoculations of Students

This update reflects recent legislation giving parents/guardians of students in pre-kindergarten programs the right to request and be notified of the presence of students in school for whom an inoculations exceptions has been filed. Requesting parents are not entitled to the identity of such students. Adoption is mandatory.

vi.Policy and Regulation 3160 Investment of District Funds

This update of existing policy is the result of new regulations issued by the Department of Treasury. Adoption is mandatory.

vii.Policy and Regulation 4120 Employment Procedures

This update is designed to comply with legislative enactments related to fingerprinting of applicants. The policy is detailed with respect to who has access to criminal records, how the records may be used, and designation of a district official to oversee compliance. Adoption is mandatory.

viii.Policy 4630 Staff Conduct

This policy has been updated to expand the duties of district employees. With the development of a “professional development” type of performance evaluation, the ability of districts to terminate poor performing teachers has been limited. Our expansion of current policy allows for dismissal of poor performing employees for violation of board policy. Adoption is highly recommended.

ix.Policy 6116 State Mandated Curriculum: Human Sexuality

This update reflects recent legislative enactments. Adoption is mandatory.

x.Policy 6320 Internet Safety Policy

This policy update incorporates provisions of the legislative enactments in a manner similar to Policy 4630 above. Adoption is mandatory.

Tax Levy Hearing

1. Call to Order.

For the debt service account, we will need $639,388 to pay debt service for the next calendar year and an additional $31,969 for the estimated cost of collection. Using the figure of $719,713 as a reasonable reserve amount for the year, it brings the debt service requirement to $852,546, which equates to $0.9351 to be levied for debt services purposes.

I propose that we take a voluntary reduction for the debt service levy from $0.9351 to last year’s rate of .7463, to avoid raising taxes.

For the operating levy, our tax rate ceiling for this year is $2.8705. With the reduction for debt service, I propose that we levy a rate of 2.8920.

Tax Levy Hearing

1. Call to Order.

For the debt service account, we will need $661,667.50 to pay debt service for the next calendar year and an additional $33,083 for the estimated cost of collection. Using the figure of $659,227 as a reasonable reserve amount for the year, it brings the debt service requirement to $912,278, which equates to $1.0297 to be levied for debt services purposes.

I propose that we take a voluntary reduction for the debt service levy from $1.0297 to last year’s rate of .7463, to avoid raising taxes.

For the operating levy, our tax rate ceiling for this year is $2.9024. With the reduction for debt service, I propose that we levy a rate of 2.8920.

Tax Levy Hearing

1. Call to Order.

For the debt service account, we will need $654,698 to pay debt service for the next calendar year and an additional $32,735 for the estimated cost of collection. Using the figure of $658,528 as a reasonable reserve amount for the year, it brings the debt service requirement to $1,345,961, which equates to $1.0407 to be levied for debt services purposes.

I propose that we take a voluntary reduction for the debt service levy from $1.0407 to last year’s rate of .7463, to avoid raising taxes.

For the operating levy, our tax rate ceiling for this year is $3.6307. We could levy up to amount. With the reduction for debt service, I propose that we levy a rate of 2.8844 to avoid raising taxes.
